When the only currency of value is water, the world is a cruel and parched home. We knew it was coming but just didn't get prepared enough and now extreme weather is the norm. Parts of the earth are subjected to continuous torrential rain, others have become so parched spontaneous fires have razed the earth. Extreme weather creates extreme behaviour and a need for new rulers and ways of governing and keeping the peace, if you want to call it that. After a horrific journey and the careful nurturing of his grandparents Jeremiah, Jem', comes to live in the Citadel where the payment for all work is measured out in cups of water. Because he has been taught to read, Jem becomes a member of the small and secretive group of Watchmen. Their job is to control the Dissidents who roam within and without the walls of the Citadel stirring up trouble. They are generally at odds with the Guardsmen who control life, directed by the Tower Council, within the walls of the Citadel. There are also Godders in the community.
